Yes, in Hong Kong. In 1969 when this was first

considered it was the view of the Hong Kong Government

that steps should first be taken to strengthen

existing machinery to enable the people of Hong Kong

to make their views and grievances known.

It was

therefore decided to appoint in addition to the City

District Officer a person of local standing to act as

a receiving point for representations from members of

and the public who could make any enquiries he considered

necessary from the relevant Government Department.
