"What machinery exists to enable members of the public in dependent territories to bring their grievances to the notice of the authorities?"//"This varies according to the territory concerned, but in all dependent territories any member of the public has the right to petition the Governor, the Secretary of State and Her Majesty the Queen about any grievances that he may have.

8. In the case of Hong Kong there have been 3 previous Parliamentary Questions (the House of Commons) on the subject of an Ombudsman. Two of these were answered together in December 1968 (see on the 1968/69 volume) and the most recent one was answered in July 1969 (see of the same file)

9. In the case of Hong Kong the up-to date position is stated in Lord Shepherd's letter of 30 December 1969 to the Secretary of the British section of the International Commission of Jurists and we are at the moment waiting to hear from the Governor whether a high calibre administrative secretary has yet been appointed to the 'UMELCO" Office in the Colony.
