as a result of those discussions it
was agreed that no conclusion should

be reached on the question of the
appointment of an Ombudsman until the
possibility had been fully explored
of developing the machinery which already
existed for enabling the people of
Hong Kong to make known their views
and grievances to the authorities.
This remains the Ministeral policy today. है.
There is a small body of opinion
in Hong Kong which advocates the creation
of a post of Ombudsman and the matter
has been the subject of local press
comment from time to time during the
past three years. It has been raised
once or twice by individual residents
of Hong Kong in the course of informal
discussions with Lord Shepherd; and
in 1969 it was the subject of a published report by the Internationl Commission
of Jurists) the Hong Kong Branch of
JUSTICE. In September, 1969, the Governor,

at the request of that Branch, sent
a copy of the report to the Secretary
of State; and in October, 1969, the
London Branch of Justice a sent
Lord Shepherd a copy of the same report
under cover of a letter advocating
the creation of the post of Ombudsman.
In reply to the letter Lord Shepherd
conveyed the information in paragraph
7 above. It a doubtful howwor Whether
