In view of our telephone conversations about Mr Ko, I send this note to record that Mr Ko duly called on me on Friday, 29 May.
He made it plain that he is studying the practices of Ombudsmen on a purely theoretical basis, and is in no sense seeking information on behalf of the Government of Hong Kong. He told me he had prepared a thesis for the authorities in Oxford, and had asked for the interview with the Parliamentary Commissioner in readiness for questions which may be put to him when he goes for his "viva".
I said that anything I told him must be on the basis that it was unattributable, and he accepted this. He struck me as a pleasant and intelligent young man. He had certainly done more homework by way of reading the Reports of the PCA and the Select Committee than any other overseas visitor whom I have received.
I do not think there will be any question of a press leakage this time.
I mentioned to Mr Ko that you would be willing to see him if he wished, but he showed no sign of responding.
