Appointments to Hong Kong Executive Council.

I endorse the recommendation in Hong Kong Department's

submission below. Indeed, given the shortage of time, it would

not be possible to discuss with the Governor alternative

arrangements to those he has proposed.

B1/E 2. It is clear from the Governor's letter that, in responding

to our request to re-examine carefully the possibility of

widening representation on the Executive and Legislative Councils,

he has found it difficult to conceive of substantial departures

from previous practice. The natural place for new blood would

be in the Legislative rather than Executive Council and we will

be considering this in a later submission, (see para. 8 of

Department's submission).
