but I think he ought to be tried out as a temporary member before permanent appointment as he has only just been naturalized. The arguments in WANG's favour are that he has acted temporarily fairly successfully - and that he is an educator of sorts. (although more as a school owner than an educational expert), and as such the closest we can get to appointing a real educator to Council the active ones do not have the time for it. He has not quite got the qualities of QW LEE and LI Fook-wo; but I cannot spare both of these from the Public Services Commission at this time. I therefore propose the appointment of WANG and QW LEE for the two vacancies.
