Please refer to my personal and confidential letter of 5th June, 1964 and connected correspondence to Sir John Martin about appointments to the Legislative Council.
There will shortly be two substantive vacancies on the Council, caused by the resignation of Mr. R.C. Lee and Mr. FUNG Ping-fan, both of whom are also members of Executive Council. Both have offered their resignations on the grounds of pressure of work; which is indeed, I think, genuine.

I have informally consulted all the unofficial members of Executive and Legislative Councils, who are generally agreed that Mr. SZETO Wai should be appointed to one of the vacancies: a view with which my official advisers concur. He was referred to in my telegram 673 of 22nd June, 1964 to Martin, has previously served quite effectively as a temporary member during the absence of other members, and I consider that he has shown himself useful and is the most suitable candidate for the first of these . appointments. He is Cantonese, a qualified civil engineer as well as an architect, and active in the planning for the new site for the Chinese University as well as in design work for voluntary agencies to whom he has shown himself helpful. He is widely known and generally respected by local opinion, and his technical background introduces a useful new element into the composition of the Council.
