5. As regards staffing overseas, Lord Shepherd said that we should make this part of the responsibility of the Diplomatic Service. Members of the Service should go to the administrative posts in the dependent

territories. The younger members of the Service should be made to appreciate that postings of this sort would be a normal part of their careers and that good work in a dependent territory would be as much to their credit and as good for their careers as good work in a diplomatic post.

Lord Shepherd. emphasised that his main request to which he would hope for an answer from the Minister would be his request for an undertaking that there would be a review of the sort indicated above.

Lord Shepherd told me that the Labour Party were instituting a review of policy in the dependent. territories and would in due course be producing their

own paper.
