House of Lords Debate on Dependent Territories.

Attached in draft are suggested opening and closing paragraphs for use in Lord Lothian's speech in the above debate.

As agreed at the meeting held on 24 November the introductory paragraphs (paras 1-8) have been drafted to cover the political and constit- utional aspects of the question and include(in para.7) the most recent definitive statement of policy on the subject of constitutional development.

Paragraph 8 is intended to provide a suitable 'lead in' to the contributions from other departments dealing with aid, technical assistance and administrative machinery including provision of expatriate staff.

The draft 'concluding remarks', which at present only summarise the political/constitutional paragraphs, will require further expansion in the light of other contributions to the speech.
