1966 has complicated consideration of policy matters,
since it is not always possible to make a tidy distinctir
between issues of"policy" and "administration".
3. At the end of 1969 two senior officials

Administrative Staffing Unit which now operates within
the Foreign and Commonwealth Office. This Unit provides
the focus for the assertion of the Foreign and
Commonwealth Secretary's continuous interest in the
provision and management of the administrative staff.
Simultaneously with the setting up of the DTASU
Kr. D.A. Scott began a review of other administrative
problems in the light of the changing requirements.
This review is not yet complete and advantage is being
taken of the amalgamation of the ODM with the FCO to
see what further steps may be needed to co-ordinate the
handling of Dependent Territories' problems with a view
to improving the existing organization, so as to give
maximum efficiency in dealing with the current problems
in dependent territories. At present there are four
dependent territories geographical departments in the
F.C.O., but no general department dealing with problems
which concern all the territories but for which there is
no other focal point in the B.C.0. We are exploring the
