On a more general point, the present security classification of the background notes restricts our members to reading the document only at the College. It would be an obvious benefit if this situation could be eased and the document downgraded to "Restricted". I shall be very grateful if your people could look into the possibility of doing this, although we should clearly not wish to emasculate the notes to the point where they lost a significant part of their value. You may find it helpful in making your assessment to have the enclosed list of students here and their countries of origin.

I recognise that this request means a good deal of extra work for those concerned but I can assure you that it is a very great hel to us here. In order to enable us to prepare the papers in good tim for the students' preparatory reading, I very much hope that it will be possible to let us have the revised version by Tuesday 1 Septemb
