as stated in the penultimate paragraph of my letter to you of 4 October. We should have to treat any suggestions for such wider exchange as a separate issue and for the reasons given in my letter, I cannot hold out much hope that any such proposals would find acceptance here.
I hope that in the light of this letter you will now feel able to go ahead with your plans for the reorganisation of the Hong Kong Government Office here without further delay.
