Certainly it is arguable in the case of the Chinese Liaison Office that the location requirements of this office (which is principally concerned with the problems of and liaison with relatively lowly paid workers) and the location requirements of offices concerned with trade development are incompatible.

The accommodation requirements of the reorganised agencies and the suggested association of them with the Trade Development Office will have to be studied in depth before any firm recommendation can be made, but it seems certain that even if only the three sections, and the Trade Development Office mentioned in paragraph 23 are to be grouped together the premises at 54 Pall Mall will be inadequate to accommodate them and new premises will have to be found.

Recommendation 9: That the question of acquiring new premises be examined separately, since it would, in any event, take some time to find suitable accommodation.

Honourable Members will be asked to advise whether, subject to the approval of the Finance Committee of the financial implications, this Government's various agencies in London should be reorganised as proposed in recommendations 1 - 9 above.
