Reorganization of Hong Kong Government's
Agencies in London
The proposals for reorganizing our agencies in London on which we have been in correspondence with you were put to Executive Council on 5 August and approved in principle. A copy of the Executive Council Memorandum and extract from the Council's minutes are attached.

Subject to your concurrence we wish to announce the decision to reorganize the agencies as soon as possible and bring into use the term "Administrative Commissioner".

I attach a copy of a press release to be issued subject to your consent on 20 August simultaneously in Hong Kong and London at 1800 hours Hong Kong time. This savingram is being repeated to the Director London Office who unless he hears from you to the contrary should take appropriate action.
