I think you ought to be aware of this decision

by the Hong Kong Government to re-organise its London Office.

The proposed press release (flag B) is for Hong Kong consumption only. Nevertheless I think it should include reference to the fact that the plan has also been agreed with the Foreign and Commonwealth Office (as proposed by Mr. Gaminara) to make it clear to the Chinese on the mainland that this is not a step in setting up a third China.
