is suggested that with both the line should be taken that while a final decision has yet to be taken it does now seem very unlikely that in the present economic climate any assist- ance can be provided. At the same time it should be freely and appreciatively acknowledged that British Civil Aviation interests benefit considerably from BOAC's services to and through Hong Kong and from the trading of traffic rights at Kai Tak (see paragraph 9 below)
BACKGROUND
4. The Hong Kong Government has plans to extend the runway at Kai Tak Airport by 2,500 ft. and to expand and improve other facilities (apron parking area, terminal building, cargo handling complex, air traffic control system).

to meet the increasing requirements of the present generation of aircraft and also the requirements of the new jumbo jet generation. to provide a more adequate margin of safety in adverse weather conditions; present runway lengths are critically short under such conditions.
The total estimated cost of the improvements is £13.7
