Every time we return your Kai Tak files we have to recover them for further action! This time we had to deal with a telegram from Hong Kong in reply to one we sent after a meeting with the Treasury, the Board of Trade and ODM on 5 March. The Treasury wanted us to get some more figures out of Sir John Cowperthwaite and this we attempted to do, but his first response was rather disappointing. Hence the long personal letter to him now among the papers for registration.

2. There is one paragraph, no. 10, in that letter to which I would draw your attention. This concerns Saving Despatch no. 197 to which I referred in my minute to you dated 12 March. You will see that we have asked Sir John Cowperthwaite to defer this application for the time being because it can only complicate the major request. You have not yet had time to decide whether this request for CD & W funds, with which to expand the telecommunications system at Kai Tak Airport, is in fact part of the main loan application. Being fairly sure that it is, we have said so to Sir John Cowperthwaite. But I should be grateful for your confirmation in due course.
