Colonial Development and Welfare Fund Expansion of Air Traffic Control Capability at
Kai Tak Airport
The purpose of this Saving Despatch is to apply for a contribution from the Colonial Development and Welfare Fund for half the cost of:-
(a) a new very high frequency omni-range air
navigational aid; and
(b) new distance measuring equipment
for air traffic control at Kai Tak International Airport.

The Civil Aviation Department has certain basic requirements for expanding the capability of the Hong Kong air traffic control system to cater for the continuing increases in air traffic. Information on these requirements is contained in the paper entitled "Plan to Improve the System Capability of Air Traffic Control, Hong Kong", already forwarded to you under cover of Haddon-Cave's letter CR.13/951/68 of 28th April, 1969 to Carter.

The present radio navigational aids consist of very high frequency omni-range equipment combined with distance measuring equipment sited at Mount Kellet, very high frequency omni-range equipment at Tathang Point and a non-directional beacon sited at Cheung Chau. Owing to the topography of Hong Kong it is necessary to have an additional very high frequency omni-range/distance measuring equipment because:
(a) the Tathang Point installation only covers
movements in the east and south-east sectors of the airport;
(b) the Mount Kellet installation, because of its
siting, cannot be used by aircraft below 4,500 feet; and
(c) the non-directional beacon at Cheung Chau, which
was installed many years ago when traffic was much less heavy, cannot provide the degree of accuracy
