aida the position c the aircraft may only be continually defined to a pilot by means of rho-theta information normally from a VOR/DME (Distance Measuring Equipment) facility. A VOR facility provides accurate track guida ice; the associated DE enables the pilot to determine distance and thus his actual position relative to the facility. When use in conjunction a VOR and DME provide the pilot o with a means of adjusting his flight profile along a discrete track.

In order t allow the pilot to actually navigate the aircraft the procedures and rute structure within a Terminal Area ane thus dependent either upo bearing and distance from a navigation aid or upon the overflight of a radio facility.
In order to achieve an efficient utilisation of airspace in Hong Kong it is nece: sary that information be made available to a pilot on bearing and distance. This obviates the alternative of requiring all arriving aircraft to overfly the availablo radio facilities, (which may only be sited within the comparatively confined areas defined by the boundaries of the Colony) and provides departing aircraft with routes which minimisc operational restrictions.
3.
Use of Cheung Chau TVOR/DME for Operations on Runway 13.
The
3.1. (a) During VMD, at low and dodium traffic rates, approaches to
Rumay 13 will continue to be made from Cheung Chau. TVOR/DME wil provide an accurate and roliable precedure for arrival: from the south-west by defining the approach path in both azimuth and profile. The inbound track to the facilit will be on the 228 radial, and a point on this radial defined by DIE at 14 an from Cheung Chau will be used for holding or sequencing when necessary.
(b) Arriving at craft from the cast will be cleared initially
to Mount Kellet. Depending upon the movement rate of aircraft an the meteorological conditions such aircraft may be cleared visually via Green Island, or commence the tamda in hormediate procedure on track 220° from Mount Kollet. ¿ The lattor allows arrivals from the east to be sequenced with arrivals from the south west, without excosgiva locd on ATC ue to radar direction.) After tracking 220 for
a sot ir verval, aircraft turn right onto the inbound VC radial of 22 from the Cheung Chau TVOR/DME, adjusting track and height in rolation to that facility.
(c) After passin; Cheung Chau all arriving aircraft in VMC are
provided wit accurate track guidance via Groen Island to Stonecutters thus ensuring that even in visual conditions a moro dofin .te indication of the required track do wyda vailable to pilots and, in consequence, allowing a botter itilisation of airspace.
