Dear Stewart,

Would you please refer to your letter of the 12th August addressed to J.M. Kisch (who is at present on leave), enclosing applications for C.D. & W. grants from the Government of Hong Kong in connection with Kai Tak Airport.

We have considered the question of aid to Hong Kong again in the light of the comments in your letter but we regret that we are unable to agree to the grant of aid funds to the Colony. We do not consider that C.D. & W. assistance granted to Hong Kong in 1950 has any relevance to 1969 and, as already stated in Ricketts' letter of the 8th April, in the circumstances of Hong Kong's present flourishing economy we can see no justification whatever for providing aid to the Colony at the expense of countries whose needs for British aid are far greater. In any event, Hong Kong's case for assistance from Britain towards the cost of expanding facilities at Kai Tak Airport resta on the benefit which would accrue to British civil aviation from such improvements. This point is made quite clear in Carter's letter reference HKK21/11 of the 7th July to C.C. Lucas at the Treasury. The aid programme is not the appropriate source for such expenditure,
