Thank you for the copy of your letter of 2nd June to White in the FCO about the Parliamentary pestion by ir. Win Fortescue on facilities provided by your Department at airports in British overseas territories.
2. se have no comments on your proposed answer. However, there are two points in relation to the notes for supplementaries, Firstly, with regard to the third note on the intention to assist liong Kong, you will be avere of our views on this from Ricketts' letter MMP 226/217/02 of 8th April 1969 copiod to Coe, They are unchanged, so that we for our part oa/ɛmot pretend to have the matter under consideration, but we appreciate that you and other Departments may. Secondly, you might wish to add as a fourth note something on the following lines:

Is the assistance provided by the Board of Trade part of the overseas nid profɑmme?
It is not; however the expenditure does count as part of the financial flows for the 1 par cent UNCTAD target for assistance to developing countries.
