You thought that we might answer Mr. Bennett's letter at (32) on the phone and with respect I agree, although it is tempting to put something into writing which could be copied to ODM whose very unhelpful letter of 3 June has now been copied to us. However, there is also something to be said for not showing our hand to ODM when we must soon put to them Hong Kong's application for CD & W funds for the improve- ment of the telecommunications system at Kai Tak. We can foresee the fate of that application.

I think we can be satisfied with the draft answer and notes for supplementaries proposed by Mr. Bennett. I suppose there is a possibility that if what Mr. Fortescue is indeed after is information about the Kai Tak loan he will receive strong and insistent port from those other MP's who we know are still "waiting in the wings" to support Hong Kong's application on the simple grounds that the airport is used to the advantage of UK civil avia- tion interests. But as it is the Board of Trade which is responsible for the policy of so using Kai Tak I think we can leave it to them to defend themselves against any charges which arise in the House on that score.
