I should be grateful to know if you have any comments on the attached draft letter to the Treasury about the Kai Tak project, and in particular on the presentation to the Treasury of the proposition that we remit the outstanding balance of the 1959 loan. My approach is based on the telegram from Mr. Moreton despatched while he was in Hong Kong (Christian No.5, copy attached).
2. You will recall that as a result of our meeting with Sir A. Snelling your department made some preliminary investigation of the prospects of waiving the 1959 loan. Copies of your and Miss Durbin's minutes of 2 May are attached.
3. I am sending copies of this minute and enclosures to Mr. Hughes (Finance Department) and Miss Brown (A.M.T.D.) in case they wish to comment.
