I was surprised to see from your letter of 2nd July to Steel that you appear to be sponsoring C.D. and W. applications for this airport, as Ricketts' letter of 8th April to Steel explained why the 0.D.M. were not prepared to provide aid for this purpose within the aid ceiling. On aid criteria we do not see how Hong Kong could jump the queue of needy applicants.

If this scheme is favoured because of advantage to Britain the Board of Trade seems to be the right source of funds, as Steel suggests.
