I enclose a copy of a letter which the Prime Minister has received from Sir Alec Douglas-Home, M.P. about a possible loan to the Government of Hong Kong for the extension of the airport at Kai Tak.
I should be grateful for your advice on how the Prime Minister should reply, by Friday, March 7. As you will see Sir Alec Douglas-Home has asked the Prime Minister if he would see him and also Mr. Anthony Royle, M.P.
I am sending a copy of this letter to Thom (Ministry of Overseas Development.
