Thank you for your letter of 1 April about the

proposed extension to Kai Tak Airport in Hong Kong.

I should be very pleased to see you and Anthony Royle,

But without seeking to postpone the occasion

unnecessarily, may I suggest that we do not meet for

this purpose just yet?

One of my reasons for this suggestion is already

known to Anthony Royle. There is a time factor

certainly, but in the words which the Governor himself

used to Legislative Council on 26 February, "Contrary

to general belief a decision (on Kai Tak) can safely

be delayed for another four to five months and perhaps

a little longer" By itself this is not a

compelling reason for deferring our discussion.

But
