I understand that Carter has warned you to expect our draft answer to a Parliamentary Question by Mr. Humphrey Atkins about the cross harbour tunnel. I attach a copy of the answer and of answers we propose to a number of supplementaries.
As you will see from the question it is not clear what Mr. Atkins is after. He may simply be ill-informed and not know about the recent agreement with the Company. If so he may be content with the fairly full answer we have drafted. But if not and he has some ulterior object it is hard to know in which direction supple- mentaries will go. Please feel free to amend the draft and to add to it if you can think of any develop- ments not already covered.
Finally I understand you have agreed to prepare a short background note. The draft has to reach our Parliamentary Office by 5 p.m. on Wednesday, 30 April so we should be grateful to have your reply by tomorrow afternoon if possible.
