In my answer to your Supplementary Question in the House on 5 May about the proposed tunnel in Hong Kong, I promised to take note of what you said and get in touch with the Board of Trade about it.
The position is that the Foreign and Commonwealth Office has responsibility for the actions of the Hong Kong Government, whereas the Board of Trade is responsible for ECGD. The phrasing of your question made it appropriate for the Foreign and Commonwealth Office to answer; but a question on ECGD policy should be referred to the Board of Trade. And I understand that they have already agreed to accept your further Question for written reply on 9 May.
