Since your telegram No.19, I have been watching

developments with close interest. In the absence of

any firm knowledge what the final terms of those.

competing for this project will be, it is difficult

to do any more at this end to guard against the

adverse political consequences against which you have warned us. I appreciate your somewhat anomalous

position as a potential shareholder in this project. Nevertheless, I should be grateful if you would keep me informed of any significant developments at your end.

In advance of any approach to Executive and Legislative Council the position of Hong Kong Government is as clear as it can be at this stage.
