It is obvious not only that the E. C.G.D. is not interested in Hong Kong but that it has endeavoured to frustrate a project which will be of considerable benefit to the Colony.

The lesson is well learned. In these circumstances, I, for one, am not prepared to give any guarantee but advocate working with others, who speak the language of commerce, who have more faith in Hong Kong, and who are willing to co-operate in projects of mutual benefit to the Colony and its people.
