I think you (and Mr. Carter to whom this is copied) will wish to see Lord Shepherd's comment on Sir Arthur Galsworthy's minute of 18 February.

2. I have informed Sir Arthur Galsworthy that

Lord Shepherd will probably touch upon the tunnel

project when he sees you later today (we have provisionally fixed a meeting for 5 pm) so that if Sir Arthur has any further views he will probably let me know beforehand, or ask to join in the meeting.
