4. I agree that there is nothing more that we can usefully do from our end for the moment, and that we must await developments. But I think it would be most helpful if during his forthcoming visit to Hong Kong Mr. Moreton were to discuss the position locally with the Governor and Sir John Cowperthwaite, and Mr. Hannam, and possibly even with some of the sponsors if the Hong Kong authorities thought this would be helpful, and find out how things are moving.
