HONG KONG TUNNEL
On receiving Hong Kong telegram 45 we asked ECGD whether
there was any truth in the report which had reached the Governor.
It seems that there is an element of truth in that when
Mr. Whitaker was in Paris and in contact with COFACE about the
commercial aspects of the Tunnel Project, French officials, who
are evidently no more enthusiastic from a commercial standpoint
than are ECGD about the project, made a tentative suggestion that
We have the two agencies should share the risk by joint finance.
telegraphed the Governor to this effect, with ECGD's agreement,
and a copy of our telegram is attached.

I understand that Lord Brown has been told of these
developments and will shortly be writing to Lord Shepherd about them.
