Pension Policy

Since I minuted to you on this subject, I have seen Mr. Blakeway's minute of 10 November. He makes a point which I had, I fear, overlooked. It is obviously a valid one and one which applies just as much to the dependent territories in the Caribbean as to the other Caribbean territories. It will be clear from my previous minute how firmly opposed I am to this pensions exercise being handled in any way on the basis of racialist criteria. I agree with Mr. Blakeway that the problem is a fundamental one and I think that we should ask O.D.M. to produce proposals as to how it should be tackled.
