I do not think that you have, es yet, sem any of these papers. Eriefly we are discussing an old suggestion that NC should take over responsibility from oversers governments for the whole of the pensions (as opposed to that portion of them which relates to pensionable induce- ment payments) of expatriate officers. Under Fr. Combs' Chairmanship we are discussing precisely what categories of officer should be covered; which countries should be included in any new deal and which excluded; whether any effer to take over responibility for pansions should be related solely to pre-independence pensions or should cover ny pension- able service after independence as well; and so forth. The whole exercise arises From an indication by Kenya that it was not prepared to contime to pay pensions to expatriates.
2. By agrement with other Dependent Territories Administration Departments 1 have been attending the meetings on behalf of all of our departments (except Hong Kong Department which, because of the special nature of the Service on its problems in Fong Kong, has been seperately represented by r. Stewart).
3. In earlier meetings there had been merly acceptance of the general thecis I advanced that dependent territories should be included in any new deal on pensions and have responsibility for their expatriate pensions taken over by HMG just like virtually everywhere else. This
was to apply, on de minimus grounis, even to Bermude and kahemas. The
problem throughout over dsling with all dependent territories alike, however, has been Hong Kong. The nature of the problem there is fully
set out in Fr. Stewart's minute of 17 November at 13.
4. At a further zceting this morning under ...r. Combs' Chairmanship at which general agreement was reached on the 100 line to be adopted in dis- cussion with C on several of the basic general questions, e.g. categories of officer, inclusion of post-independence service, etc. it
did not prove possible to agree on the line to be adopted over the dependent territories. r. Stewart was very firm that any offer by IDIG
