Proposed New Pensions Policy: Consequential

Hong Kong Problems.

If dependent territories were immediately

included in the proposed new deal whereby H.M.G.

assumes responsibility from overseas governments

for the pensions of expatriate officers, there might

well be unfortunate repercussions in the case of

Hong Kong. As dependent as other colonies, Hong

Kong is nevertheless unique in that there is no

prospect that the political situation will evolve

normally. In consequence, Hong Kong can make the same

sort of claims on H.M.G. as other dependent

territories, but cannot look forward in the same way

to eventual independence. We must expect that one

day the Colonial Government will be succeeded,

possibly without warning, by a government which will

'

not assume the obligation to pay any pensions

earned by service under the Colonial Government, whe-

ther by expatriate or local officers.

H.M.G. may

therefore expect one day to inherit that obligation

herself.
