11. You will recall that we briefly discussed these issues with Sir David Trench during his visit to the Office. His preliminary
and tentative view was that a scheme of general application to dependent territories could be applied to Hong Kong without raising any serious problems. He took the same serious view as I have done about the deliberate exclusion of the Colony from an agreed scheme. He nevertheless made it clear that he would like the opportunity to
consider more carefully, with his officials, any proposals we might
decide to put forward and assess their likely repercussions. I hope we shall be able to consult him: we can do it by telegram if time is important.
