I think it will be advisable in due course to include some reference to dependent territories in the House of Commons statement; this could come between the first and second paragraphs of the draft at paragraph 56 of the ODM memorandum. Mrs. Hart is bound to be questioned on the position of dependent territories if she does not deal with them in the statement.
