We have warned 0.D.M. of the very firm views held on the

position of Hong Kong. They are producing a draft paper which

should reach us and the Treasury in the course of next week. I

suggest we wait to see this before telegraphing to Hong Kong. The

discussion in D.V.O. (0) or some other committee will not take

place before about 7 January.

I had understood that we had two main preoccupations in

relation to Hong Kong: first, the possible effect on relations

with China; and second, that taking over responsibility for

pensions of "expatriate" officers would be a potentially open-

ended 'commitment when viewed against the possibility of a Chinese

take-over. I understand from the foregoing minutes that we need

not concern ourselves too much with the first problem and that,

on the second problem, we could envisage a scheme applied to
