The amounts shown include pensions of Asian officers covered by the Public Officers Agreements.
The country by country figures in the table derive from information supplied by the overseas governments and almost certainly contain an element of under-recording. This is thought to be roughly equivalent overall to the total of the pensions bill in respect of service given by expatriates since independence and is estimated by the ODM to amount to approximately £1,500,000.
It is assumed that about 500 officers will retire annually with an average commuted pension gratuity of approximately £3,000 each of which, under the proposals in this paper, approximately two-thirds would be paid by HMG and one-third by the overseas governments. The totals should soon begin to drop
because of the small numbers of pensionable officers still serving.
It is assumed that of the compensation payable to officers during 1971-72, half will be in respect of pre-independence service (ie service before the executivisation of the Public Service Commissions) and half in respect of post-independence service. As with commuted pension gratuities, the total should soon begin to drop.
