Pensions Policy

I attach a minute from Mr. Combs, from which you will see that the whole of U.K. 's policy with regard to expatriate pensions is under review.
The present position is that all pensions, of both expatriate and local personnel, whether earned prior or after independence, are the responsibility of the overseas govern- ments. If the U.K. contributes directly or indirectly towards the payments of such pensions, the expenditure is classified as aid. There is growing pressure on the U.K to accept responsi- bility for the payment of expatriate pensions. The most serious form it has taken is in Tangania which has repudiated her obligations. There is also pressure from the internal "aid lobby" and from colonial pensioners.
O.D.M.'s paper, will we hope, detail the options open to Hand their implications. It will be up to us to ensure that
their political implications are fully taken into account. You will, or course, be consulted about, and kept informed of, progress on this exercise.
I should be grateful to have the names of anyone who wishes to attend the first meeting in O.D.M. on the 26th or 29th September.
