Please refer to my minute of 18 September on this subject. I now enclose a copy of the O.D.M. proposals. We ought to be in a position to give preliminary comments' on these proposals before our meeting with 0.D.M. which has been confirmed for Friday, 26 September, at 3.00 p.m. E.743 in Room E. of Eland House. So far, the

following have indicated that they wish to attend this meeting - Mr. Le Tocq (E.A.D.) Mr. Fairclough (W.I.D.), Mr. Stewart (H.K.D.) and Mr. Dalton (C. and S.A.D.).
