Pensions Policy : Former HMOCS Officers
You will recall that Mr. Combs held an internal FCO meeting on 18 November to discuss this subject. I enclose a copy of my letter of 20 November to ODM summing up the conclusions we had reached.
2. The ODM have now replied. I attach a copy of Mr. Martin's letter of 17 December and the latest version of the ODM draft pension paper which is being submitted to the Minister of Overseas Development:

It is possible that this ODM paper will be considered at official level in a combined OPDO/DVO(0) meeting in the second week of January. It may therefore be necessary to convene another internal FCO meeting during the preceding week, i.e. 29 December-2 January. At this stage I do not propose to invite written comments although there is no reason why recipients of this minute should not provide them if this appears useful.

You will note that the ODM do not propose to take over responsibility for pensions in respect of post-independence service or of quasi-governmental services, The last two sentences of paragraph 27 of the ODM draft indicate that the cost would be approximately £3m. and that if we were to offer to take over responsibility we would, to some extent, be going beyond the real expectations of the African countries,

I should be grateful if geographical departments would look closely at paragraphs 3--43. Not all the points made in my letter have found favour with the ODM but I am hopeful that most of you will be able to live with the outcome. Paragraphs42 deals with the dependent territories (and Hong Kong); the formula is intended to obviate the special difficulty in the case of Hong Kong. I hope that is succeeds,
