You will remember that in your letter FA.022: 646/2 of 31 July you acknowledged receipt of my letter covering the text of a statement mado by the Colonial Secretary, Hong Kong, abcut future immigration restrictions.

We have now been asked to rage to you in confidence a paper cotting out the way in which the scheme will be eplied. It is intended to introduce it with effect from 8 September, 1969, and it will be announced publicly, also in liong Kong, on 27 August. ho have been told that, once the new regulations have been brought into effect, any Commonwealth citizen arriving in Hong Kong without a visa, for a purpose for which a visa is required, would be liable to be refused permission to land. If you have any queries arising out of the enclosed noto, we shall of course do our best to answer then.
