My hope is that it will be possible, as a result of the question- naire, to assemble sufficient material to prepare at least a first general analysis of the present situation by the end of this year. It would then be my intention to consult further with Commonwealth governments to establish whether the factual survey should be given general publication or restricted to official circulation only, and also to determine what further detailed or specialist studies might usefully be undertaken.

Although the questionnaire looks rather bulky it is, as explained in the covering preliminary notes, designed to be answered largely simply on a yes/no basis with perhaps some brief additional explanatory comment on some questions, and not all of the questions are relevant to all govern- ments. I hope, therefore, that it will be found possible for interested governments to reply to the questionnaire and to supply the copies of the basic data, the legislation etc. referred to in it by the middle of September. In addition any general descriptive paper or treatise on migration as it affects any particular country would be welcome.

In case it is necessary for us to seek clarification or further information on any points it would be helpful, and might be generally more convenient, if governments would, in replying to the questionnaire, nominate a liaison officer who could act as a general point of contact with all the home departments mentioned in the replies to the questionnaire (alternatively governments may wish to suggest that we liaise direct with each department as necessary).
