Persons seeking to enter the Colony by this
route will be allowed to cross into Hong Kong
but they will (technically) be refused permission
to enter and if they do not qualify for entry
under the scheme they will subsequently be
expelled and repatriated to Pakistan (in the
case of Pakistanis) at the expense of the Hong
Kong Government.
10. Since the majority of visitors to Hong
Kong fall within the categories mentioned in
paragraph 5 above, the main burden of operating
the controls will fall upon the Hong Kong
authorities themselves and it is not considered
that the extra work load which will devolve
upon Missions will be such as to exceed the
capacity of their existing staff (staff at
Rawalpindi is shortly to be reinforced by a
Grade 10 officer).

Will you please inform the Government to
which you are accredited or which is under your
administration, in advance and in confidence,
of the Hong Kong Government's intention to
introduce this scheme with effect from
You may pass on to them any of the information
in this saving telegram except that in paragraph
2 above. In response to any enquiries as to the
reasons for introducing the scheme you should
say that it is due to the need to control the
entry of unskilled persons into Hong Kong.
