It is difficult, of course, to generalise, and to produce precise information would require a great deal of research. However, from the attached summary of a 126 page paper produced by Research Department last September, it appears that even U.K. belongers need visas or entry permits for settlement in
most Commonwealth countries. It is unlikely that
Hong Kong Chinese would be treated any more liberaly

The general principles of the proposed immigration control regulations are similar to those embodied in the Commonwealth Immigrants Act of 1962, which is the main instrument of control in this country. The method of applying the controls and of regulating entry will, of course, be quite distinct. Our system of employment vouchers related to the needs of our economy, our need for doctors, technicians etc. is unlikely to be adopted in Hong Kong.

You enquired whether the terms "Hong Kong and U.K. belongers" would be generally understood. I do not think there will be any difficulty over
this, but it will be interesting to see how
U.K. belongers are defined in the regulations when published. Presumably, the holders of passports issued in the U.K. or those born, registered
or naturalised in the U.K. would be exempt.
We do not give any preferential treatment to U.K. citizens fro "ong Kong, apart from the special quota of 300 employment vouchers a year, not linked to specific typres of employment.
