We spoke about the staff in Rawalpindi and their ability to cope with the extra visa load if the Hong Kong Government introduces a system of visas for Commonwealth citizens.

2. There is at present a Second Secretary (Consular) and a locally-engaged clor in Rawalpindi engaged an visa work, in addition to Consular work. They will shortly be reinforced by a Grade 10 who will concentrate on visas but, as far as we can estimate, will be grossly under-employed, and should be able to absorb a considerable amount of Hong Kong visa work.
