I attach a note for the Secretary of State's meeting

tomorrow with Mr. Anthony Royle, MP. We were advised that our submission should be in this form and not a "brief".

The Private Office has indicated that Mr. Royle's purpose is to present a petition from the Heung Yee Kuk. I think it is possible that Mr. Royle might take the opportunity to mention Hong Kong's application for a loan to assist in financing the development of Kai Tak Airport; he raised this with Lord Shepherd on his return from a visit to Hong Kong in January. The note

covers this point.

Initially I felt some concern that the Heung Yee Kuk might be attempting to by-pass the correct channel for petitions to the Secretary of State, as laid down in Colonial Regulations. But it seems from an exchange of telegrams with the Governor that they have in fact presented the petition through him in the

correct manner.
