Hong Kong Government should strengthen the Hong Kong Tourist Association and give it more assistance so as to extend tourism to the sub- districts of the New Territories.

Government should encourage private investment in tourist business in the New Territories. Restrictions on the land to be developed for this purpose should be lifted. Premium payable for the erection of structures thereon should be reduced. Land used as

garden should be exempted from the

payment of premium.

Government should take early steps to widen two major routes linking Kowloon with the New Territories - Castle Peak Road and Tai Po

Road.

In view of the difficulties faced by the farmers in the New Territories, Government should run vocational and industrial training courses and set up youth guidance and employment machineries to assist them in seeking employment.

Government should set up an Agricultural Board to facilitate the sale of farm produce.

The New Territories Heung Yee Kuk is a statutory advisory body and the duties of its councillors are to maintain the welfare of the people and to promote the prosperity of the area. The Kuk should therefore have representatives appointed as unofficial members on the Legislative and Executive Councils.

(7) Many British Colonies have become

independent but Hong Kong's position is unique. However, early changes in the administrative structure of the New Territories are called for.

The

Heung Yee Kuk is the highest body which represents the public and has an up-to-date council. In order to make its title in keeping with its work, the New Territories Heung Yee Kuk should be renamed "New Territories Consultative Council". The Council will then be able to discharge its duties and exercise powers actually

vested in it for the/..
